If the chairman continues to ignore you, raise a point of order. If he or she ignores the point of order, make the motion again. If your motion is seconded, and the chair still ignores the motion, you have the right to place the motion before the board, ask for discussion, and take the vote. You have now bypassed the chairman as is your right under roberts rules.
You can use this technique anytime the chairman ignores a legitimate motion that has been seconded.
If the chair fails to act in accordance with the assembly's decision on an appeal or a point of order submitted to a vote of the assembly or otherwise culpably fails to perform the duties of the chair properly in a meeting, the assembly may employ measure temporarily to replace the chair with another presiding officer expected to act in accordance with the will of the assembly
